GroGov LLC ("GroGov," "we," "us," or "our") provides a secure, online payment processing platform that enables individuals and businesses ("payors" or "you") to make payments to government agencies and other authorized entities ("units") for government fines, fees, and other obligations. In order to facilitate these transactions, GroGov collects personal information from a combination of its government clients and from payors themselves. Please read the following carefully to understand GroGov's views and practices regarding personal information and how GroGov will treat it.
Why We Have a Privacy Policy
GroGov's business is built upon the trust and integrity that our government clients, payors, and stakeholders place in our company. The privacy and security of the data that GroGov stores, processes, and transmits on behalf of our government clients and payors is of paramount concern. Scope
This Privacy Policy applies to all personal information stored, processed, and transmitted by GroGov, including:

Information Collection Purpose
GroGov is contracted by government clients to be a third-party service provider for payment processing. As part of these transactions, GroGov must collect information from government clients (such as the amount of an outstanding balance and the name under which an account is registered) and from payors (such as a credit card number to complete a payment). The collection and processing of payors' personal information is contractually and legally authorized by our government clients.
GroGov stores evidence of each transaction in order to register the interaction with our government clients and provide customer support.
GroGov may use your personal information to:

When you make a payment through GroGov, the information you provide may be linked to information obtained from the government agency to create a singular record of your transaction. All data is stored, processed, and transmitted within the United States.
We do not use advertising cookies, third-party tracking, or social media tracking on our payment pages. We use only cookies necessary for the secure operation of the payment process.
Information Disclosure
GroGov will not sell your personal information. We will only disclose data to external entities under the following circumstances:
Government Agencies and Organizations: We share payment confirmation details, transaction references, and account identification information with the government agency or authorized organization to which your payment is directed, as necessary to post your payment and confirm your obligation has been satisfied.
Payment Processors and Card Networks: We share payment information with our payment processors and card networks (Visa, Mastercard, American Express, Discover) as necessary to process your transactions and resolve any disputes.
Service Providers: We share information with service providers who assist us in delivering our services, such as messaging providers for receipts and reminders, and our hosting provider. All service providers are bound by contractual obligations to protect your data, and all data resides within the United States.
Legal and Regulatory Requirements: We may disclose your information when there is a good-faith belief that disclosure is reasonably necessary to:

We may be unable to delete information we are required to retain by law, regulation, or for legitimate business purposes such as fraud prevention, dispute resolution, or ongoing legal proceedings. Where deletion is not possible, we will explain the reason and the applicable retention period.

Payment Reminders: If you have opted in to payment reminders, you may unsubscribe at any time by replying STOP to any SMS reminder, clicking the unsubscribe link in any email reminder, or contacting us.
Because GroGov routinely refreshes data collected from government clients, the ability to remove personal information may be limited to transactional and account data that you have voluntarily provided. You will be notified of the personal information categories that we are able to purge from our records in compliance with applicable privacy laws.

California Consumer Privacy Act (CCPA/CPRA)
If you are a California resident, you have the right to:

We comply with applicable state privacy laws, including but not limited to the Virginia Consumer Data Protection Act (VCDPA), Colorado Privacy Act (CPA), Connecticut Data Privacy Act (CTDPA), and other state privacy regulations as they take effect. Residents of these states may exercise their applicable rights by contacting us.
Children's Privacy
Our payment services are not directed to children under the age of 13. We do not knowingly collect personal information from children under 13. If we learn that we have collected personal information from a child under 13, we will take steps to delete that information promptly. If you believe a child under 13 has provided us with personal information, please contact us.

Reminder delivery logs: 1 year
When data reaches the end of its retention period, it is securely deleted. Specific records may be held longer if subject to a legal hold. Applicable data removal requests will be processed after the minimum retention period has passed.

Consent for Communications
SMS and Text Message Consent: By providing your phone number and using the GroGov payment platform, you consent to receive SMS and text messages from GroGov LLC. These messages may include:

Message frequency varies based on your payment activity and reminder preferences. Message and data rates may apply. Your mobile carrier is not liable for delayed or undelivered messages.
You may opt out of SMS messages at any time by replying STOP to any message from GroGov. After opting out, you will receive a one-time confirmation message. To resume messages, reply START. For help, reply HELP or contact us using the information in Contact Information.
Consent to receive SMS messages is not a condition of making a payment or using GroGov's services. You may choose to receive receipts via email only.
Email Communications: By providing your email address and making a payment through our platform, you consent to receive email communications from GroGov related to your payment, including receipts, confirmation notices, refund notifications, and payment reminders you have opted into. These communications are not marketing messages and are necessary for the completion and management of your transaction.
Compliance
GroGov undergoes regular reviews to ensure compliance with all applicable privacy laws, regulations, and requirements. This Privacy Policy is maintained by GroGov's Privacy Officer and is reviewed at least every twelve months.
